As one in the third batch of national laboratories approved for establishment by the Ministry of Science and Technology of P.R.C. in December 2006, National Laboratory for Aeronautics and Astronautics (hereinafter referred to as the “National Laboratory”) established in Beihang University, under the care of leaders at different levels of the state, ministries and commissions and Beijing City, has gradually grown into a national institution in the strategy consulting, top-level planning and technology management of the aviation field of our country, which focuses on improving the core competitiveness and original innovation capability of the national aviation science and technology, and aims at the great strategic demand in the national aviation development. It, through combining with the development tendency of the world’s aviation science and technology and directing at the major problems restricting the development of the our country’s aviation science and technology, has constructed world-class major scientific research facilities, gathered international first-class scientists and scientific research teams, carried out a series of fundamental, strategic, forward-looking and comprehensive research efforts and obtained innovation achievements, and preliminarily becomes an innovative in systems and mechanisms, open, resource-sharing and comprehensive national public research platform.

The National Laboratory has strengthened the top-level design for the strategy of innovation-driven development, and preliminarily formed the innovation system for the national aviation basic research. To plan for the long-term development of our country’s aviation science and technology from a higher level, it co-funded China Institute of Aeronautical Engineering Strategies with the Chinese Academy of Engineering in the end of 2011 to form a national think tank for aviation strategies. It has strengthened basic research and high-tech forward deployment to solidly support the implementation of major special projects; conducted forward-looking, strategic and comprehensive major basic research and tackling of problems in key technologies and obtained remarkable achievements; improved the sci-tech innovation system and become a place gathering major aeronautical infrastructure and top aeronautical talents; implemented the policies of special zone for talent introduction and cultivation, special zone for international cooperation, and special zone for service sharing to promote disciplines crossing, opening to the outside world and resource sharing; gathered and built major infrastructure and gathered top aeronautical talents both at home and abroad through solving major scientific issues. Towards the development of future science and technology, the National Laboratory challenges the limit to research and develop major aviation systems. As the only national laboratory in the aviation field of our country, it has demonstrated and published major aviation systems with multiple indexes reaching number one in the world, to challenge the limit of world’s aviation science and technology.

Facing great challenges of energy crisis, climate and environment, etc., the 21st century world is also accompanied with great opportunities of rapid development of network and intelligent science and technology. The National Laboratory will aim at the commanding height of emerging fields such as “green aviation”, “new energy power”, “new material and intelligent manufacturing” and “intelligent control and information”, always take serving national strategies as own first responsibility, and contribute the power of creation for leading the future development of China’s aviation science and technology and aviation industry.
