On March 23, the Annual Seminar of Think Tank Talent Alliance, hosted by Think Tank Talent Alliance and organized by the School of Economics and Management of Beihang University, the Humanities and Social Sciences and Think Tank Management Department of Beihang University, the School of Public Policy and Management of University of Chinese Academy of Sciences (UCAS), and the Research Center for Think Tank Science and Engineering of the Institutes of Science and Development of Chinese Academy of Sciences (CASISD), was held at Beihang University. This year’s meeting, under the theme of “Consolidating Academic Foundations and Cultivating Think Tank Talents”, has attracted more than 150 experts and scholars from the member units of the alliance to attend. Lyu Jinhu, Vice President of Beihang University, Pan Jiaofeng, Chairman of the Executive Committee of the Alliance, President of CASISD, and President of the School of Public Policy and Management of UCAS, delivered speeches for the seminar. Fan Ying, Deputy Secretary-General of the alliance and Dean of Beihang University School of Economics and Management, presided over the opening ceremony.
In his speech, Lyu Jinhu pointed out that in recent years, Beihang has deeply implemented the CPC Central Committee’s guidance and deployment on strengthening the construction of new think tanks with Chinese characteristics and adhered to the purpose of providing decision-making support. Based on the research featuring integration of air, space and information, relying on various schools and advantageous teams, Beihang has promoted the cultivation of think tank talents to a higher level across multiple fields including engineering science and technology, economic governance, the legal system, social governance, humanities and social sciences, etc. In the future, the university will promote the construction of think tank talents with higher standpoint, broader vision and greater strength.
Pan Jiaofeng said that over the past year, the alliance has achieved a series of important results by focusing on the major decision-making needs of the Party and the nation, and aiming at cultivating innovative, practical and versatile think-tank talents. The number of member units of the alliance has developed from 71 at the time of its establishment to 105 today, which fully demonstrates the vitality of the alliance for the cultivation of think tank talents. At present, the subject of think tank research has gradually turned into a complex system with the symbiosis of natural system, social system and future machine intelligence. Against this backdrop, cultivating think tank talents in China is a heavy task which still has a long way to go. Think Tank Talent Alliance will become an important platform for gathering wisdom and fostering synergy. It will promote the cross-disciplinary construction of think tanks, construct a systematic, scientific and standardized think tank talent system, and enhance the decision-making support capacity of think tanks.
The meeting debriefed the research progress of the Think Tank Talent Report, deliberated and passed the 2023 work summary and 2024 work plan of the alliance, and issued letters of appointment to 10 members of the alliance’s Strategy Committee, including researcher Fang Xin, former deputy secretary of the Party group of the CAS, and 11 members of the alliance’s Academic Committee, including researcher Wang Ying of the CASISD.
During the report session, Zhou Hongyu, member of the Standing Committee of the 13th National People’s Congress and Dean of the Changjiang Education Research Institute of Central China Normal University, Wang Xiangsui, Director of the Research Centre for Strategic Issues of Beihang University, and Deputy Secretary-General of CITIC Foundation for Reform and Development Studies, and Zhou Chenghu, Academician of the Chinese Academy of Sciences, Academician of the International Eurasian Academy of Sciences, and Researcher of the Institutes of Scientific and Development of CAS, made special reports, respectively.
During the group discussion session in the afternoon, the participants were divided into three groups focusing on the themes of “Cultivating Think Tank Talents in Discipline Construction”, “Cultivating Think Tank Talents in Strategic Consulting and Research Tasks”, “Innovation of Talent Cultivation Policies and Environments”, etc. The convenor of each group made a concluding speech for their discussion, and Pan Qiaofeng made a concluding speech for the whole seminar.
Think Tank Talent Alliance was formally established on March 24, 2023. Aiming at building platforms, sharing ideas, and carrying out practical exploration of think tank talent cultivation, the alliance strives to improve the quality of China’s think tank talent cultivation, and provide a strong talent guarantee for the construction of a new type of think tank with Chinese characteristics.
