It strives to build itself into a training base for international innovative talents, a cultivation base for world-class scientific and technological achievements and a demonstration base for international scientific and technological cooperation.

The base has established cooperative relationships with a number of world-class universities, colleges and research institutes, among which there are University of California, Berkeley, Tohoku University, Ecoles Centrales, Forschungszentrum Juelich, Centre National de la Recherche Scientifique, Forschungszentrum Juelich GmbH, the University of Tennessee, the University of Pittsburgh, etc.
