The School of Humanities and Social Sciences (School of Public Administration) at Beihang University originated from the Department of Social Sciences, the Institute of Higher Education, and the Institute of Law. It was formally established in 1997, and was entitled to the School of Public Administration, the second name of the School in 2002.

Study

Over the years, the School has actively responded to Beihang University's strategy of "Excellence in Humanities" and the initiative of New Humanities. Guided by the principle of "building on traditions while pursuing innovation," the School upholds its motto of "perseverance, diligence, caution, and action" and emphasizes "solid foundation, in-depth development, collaboration, and excellence." This has enabled the School to forge a distinctive academic ecosystem with strengths in Public Administration and Education Studies, and growth driven by "interdisciplinary integration and innovation." Since 2017, the discipline of Public Administration has consistently ranked among the A-category in the Ministry of Education's nationwide discipline evaluation. The School has made continuous improvement in its core competitiveness and social impact and has taken steady steps towards a high-level, research-oriented institution in the humanities, distinguished by its Chinese characteristics and international reputation.

The School houses several academic and research units, including the Department of Public Administration, Department of Economics, Institute of Higher Education, Institute of Social Security, and Institute of Public Policy and Emergency Management. It offers a postdoctoral research station in Public Administration, Ph.D. programs in Public Administration (with six major research areas: Administrative Management, Education Policy and Management, Social Security, Emergency Management, Cultural Communication and Management, and Public Economics and Management), and master's programs in Education (with four research areas: Engineering Education, Graduate Education, Educational Digitalization, and Psychological Education and Measurement). The School also offers a Master of Public Administration (MPA) program and a Master of Education (Ed.M) program (Science and Technology Education and Subject Teaching under the National Excellence Program). Additionally, it has two nationally recognized first-class undergraduate programs in Administrative Management and Economics.

The School currently has over 1,700 enrolled students, including more than 300 undergraduates and over 1,400 graduates. Upholding moral education as a fundamental mission, the School is committed to cultivating talents with lofty ideals, solid theoretical foundations, practical outlooks, innovative capabilities, and a dedication to serving the public good. The School attaches great importance to the comprehensive development of students' expertise, skills, and character, nurturing outstanding graduates with strong social responsibility, solid academic competence, exceptional potential for innovation, and teamwork spirit, so as to meet the needs of the nation and society. Nearly 70% of its undergraduates pursue further studies, with an increasing proportion studying abroad and many gaining admission to world-renowned universities. Graduate students, distinguished by their academic potential and innovative capabilities, enjoy strong recognition in both academia and industry.

Faculty

The School has a strong faculty team of over 80 members, with more than 70 full-time faculty, including 24 professors, over 40 associate professors, and more than 20 Ph.D. supervisors. Over 80% of the faculty hold doctoral degrees, with many having overseas study experience.

The faculty team includes distinguished experts and scholars who are selected in several national-level talent programs. Over ten faculty members serve on the Ministry of Education Teaching Guidance Committee, or as executive directors of national-level academic associations. In recent years, a growing number of faculty members have received funding from major national projects, including the National Social Science Fund, the National Natural Science Fund, and the Humanities and Social Sciences Project of the Ministry of Education. The quantity and quality of publications in leading journals and academic monographs has seen a significant increase. The School has received numerous national and provincial awards for teaching and research achievements. This marks a new phase of substantive advancement in talent cultivation and research innovation.

 

Research

The School hosts a robust network of research institutions and think tank platforms at the provincial, ministerial, university, and school levels. The provincial and ministerial research centers include the Beijing Research Center for Policies on High-Quality Development in Education, the Beijing Philosophy and Social Sciences Research Center for Higher Education Development, the Beijing Philosophy and Social Sciences Research Center for Graduate Education Reform and Development, the Ministry of Education (MOE) National Research Center for Quality Monitoring of Ethnic Education, the MOE National Research Center for Quality Monitoring and Evaluation of Higher Education, the MOE National Research Center for Career Development of University Students, the Co-Building Research Center of "China Science Communication" with the China Association for Science and Technology, the Beijing Public Safety Education Center, the Research Center for Engineering Education of Beihang University and the Chinese Academy of Engineering, and the Collaboration and Innovation Center for Clean Governance of the Ministry of Industry and Information Technology. At the university level, the School houses institutions such as the Institute of Higher Education Studies, the Institute of Cultural and Art Communication Studies, and the Strategic Issues Research Center. The school-level institutions include the Center for Psychological and Behavioral Research, the Center for Consultative Policy Research, the Center for Integrity Research and Education, and the Research Center for Safety and Emergency Management. Additionally, the School has established the Public Administration System Engineering Laboratory (Smart Classroom), forming a series of platforms that integrate science and humanity studies. This infrastructure includes specialized laboratories such as the Economic Behavior and Policy Analysis Laboratory, the Public Administration Case Study Laboratory, the Government Affairs Management Simulation Laboratory, the Behavioral Public Administration Laboratory, the Open Leadership Laboratory, the Consultative Policy Laboratory, and the Smart Education Technology Laboratory.

International Cooperation

The School adheres to an international and open approach to education, forming a comprehensive and multi-level system of international exchange. This has significantly enhanced its global influence. The School has estalished partnerships with over ten leading universities and research institutions in countries including the United States, the United Kingdom, Germany, Canada, Australia, Mexico, and Japan. These collaborations have yielded substantial achievements in student exchange, research cooperation, and faculty exchange.
