School of Law

The School of Law at Beihang University was established in 2002, evolving from the Department of Law founded in 1997. Its origins can be traced back to the Political Teaching and Research Department (1952), followed by the establishment of the Law Teaching and Research Department (1987), the Patent Research Institute (1987), and the Institute of Law (1995). The School upholds the principle of "global vision and long-term development" and strives to build a world-class law education institution.

The School aligns its growth with Beihang University, guided by the principles of "standardization, internationalization, and strategic specialization." Leveraging its strengths in modern science and technology, it actively serves the national demands for new industrialization strategies. Over the past two decades, the School has developed into a renowned law institution with a solid academic foundation, a distinctive integration with technology, and a well-established system for talent cultivation. It has been selected for inclusion in several national initiatives, including China's "211" and "985" Projects, the "2011 Collaborative Innovation Program," the "Double First-Class" university initiative, the first Outstanding Law Talent Program of the Ministry of Education and the first National World-class Undergraduate Programs.

Study

The School boasts abundant legal education resources and a comprehensive talent cultivation system, offering a full range of degree programs, including Bachelor of Law, Master of Law (first-level discipline), Juris Master (JM), and Doctor of Law (first-level discipline). Guided by the national demand for high-level legal talents and leveraging Beihang's strengths as a leading university in science and technology, the School places talent cultivation at its core, dedicated to nurturing interdisciplinary legal professionals with expertise in legal theory, practical skills, and knowledge of industrialization and information technology. In 2005, it was approved to offer master's programs in law, and in 2011, it became the 13th institution in China allowed to confer Ph.D. degrees in law. In 2012, the School was included in the Ministry of Education's "Excellence in Legal Talent Training Program" and was recognized as one of the nation's 20 "Undergraduate Training Bases." In the 4th Round of Discipline Ranking by the Ministry of Education in 2017, it ranked 15th among Chinese law schools and 13th in talent training quality. In 2019, it established a postdoctoral research station and was recognized as a first-class undergraduate law program by the Ministry of Education. In 2021, it was approved as a key project under the Ministry of Education's Research and Reform Program on New Humanities Research and Educational Reform.

The School has built a comprehensive academic framework, anchored by its core disciplines and supported by nine foundational research centers: Civil Law, Commercial Law and Network Information Law, Environmental and Economic Law, Jurisprudence and Legal History, Procedural Law, International Law, Constitutional and Administrative Law, Criminal Law, and Social Law and Social Theory. All second-level legal disciplines offer both Master's and Doctoral programs, with Civil and Commercial Law, Constitutional and Administrative Law, and Procedural Law leading the field nationally.

In full alignment with the university's talent development reforms, the School actively supports undergraduate general education and implements reforms such as the collegiate system, staged learning, integrated teaching, mentoring systems, small class sizes, and open education. Over the past decade, bolstered by the university's major-based enrollment system and general education framework, the quality of undergraduate students has shown consistent improvement. Notably, 98% of admitted students ranked within the top 1,000 in their respective provincial college entrance examinations. The quality of master's and doctoral students also ranks among the best in the country, making it one of the most competitive faculties at Beihang University.

From 2011 to 2021, according to the "Graduate Employment Work White Paper" published by Beihang University, graduates from the School of Law have consistently ranked first in the number of students entering national government and party agencies, and the School has been continuously awarded the title of "Outstanding Department for Graduate Employment Work."

Students from the School of Law at Beihang University have earned numerous awards in both national and international competitions, repeatedly winning first prizes and other outstanding achievements such as the Moot Court Championship at the first International Debate China Open hosted by the International Debate Education Association (IDEA) in 2010, and First Prizes in the Beijing University Students' Moot Court Competition in 2016, 2017, and 2018.

The School has produced a large number of distinguished graduates who have received numerous honors, including leadership roles in the Ministry of Organization and the "Role Model of the Times" award from the Publicity Department of the CPC Central Committee. Many of these graduates now hold prominent positions, such as faculty members at renowned law schools like China University of Political Science and Law and East China University of Political Science and Law, or serve in key governmental and judicial institutions, including the Standing Committee of the National People's Congress, the Supreme People's Court, the Supreme People's Procuratorate, the Central Commission for Discipline Inspection, and the Ministry of Public Security. Additionally, many graduates have pursued further studies at prestigious law schools in the U.S., Europe, and Japan.

Faculty

The School features a strong and well-structured faculty with a high degree of internationalization. It currently has 70 faculty and staff members, including 55 full-time faculty, 9 administrative staff, and 6 postdoctoral researchers. Among the faculty, there are 23 professors (including 4 university-appointed professors), 19 doctoral supervisors (including 1 part-time supervisor), 20 associate professors, and 12 assistant professors and lecturers. Notably, 95% of the faculty hold doctoral degrees, over 90% have overseas study experience of more than one year, and 15% have obtained doctoral degrees abroad.

In addition, the School has engaged over 50 domestic and international jurists, judges, prosecutors, and lawyers as adjunct professors or mentors. It has established partnerships with key judicial and administrative institutions, including the Supreme People's Court, the Supreme People's Procuratorate, the Ministry of Industry and Information Technology, the Cyberspace Administration of China, AVIC (Aviation Industry Corporation of China), the Beijing Intellectual Property Court, and the Beijing Arbitration Commission, jointly creating over 20 closely affiliated practical demonstration bases.

Research

The School also emphasizes the development of specialized disciplines, focusing on the integration of law and technology. It has pioneered research in key areas such as industrial and information law (including aerospace law, radio and telecommunications law, and standardization law), intellectual property and technology law, cyber and information law, digital and artificial intelligence law, and disaster insurance law, establishing itself as a national leader in these fields. Over the years, the School has established several specialized research institutes, including the Institute of Intellectual Property and Technology Law (1997), the Institute of Outer Space Law (2000), the Institute of Aviation Law (2007), the Center for Legal and Technological Innovation (2007), the Asia-Pacific Insurance Law Research Center (2008, 2018), the Spectrum Law and Standards Research Institute (2010), the Legal Evidence Laboratory and Experimental Center (2010), the Center for Cyber and Information Law Research (2014), the Construction Engineering and Financial Law Research Center (2015), and the Satellite and Navigation Law Research Center (2021).

The School also encourages faculty to pursue research aligned with their academic interests, supporting the establishment of centers such as the Rural Legal Policy Research Center (2006), the Institute of East Asian Traditional Legal Civilization (2008), the Political Constitutionalism Research Center (2008), the China Construction Management and Real Estate Research Center (2008), the Chinese Economic Administrative Rule of Law Research Center (2012), and the One Country, Two Systems Law Research Center (2017).

The School is dedicated to building a strategic think tank in the fields of legal and technological policymaking and management for the nation. In 2014, to further coordinate and enhance the comprehensive construction and development, the School established the Beihang Institute of Law for Industrial and Information Technology. In 2021, it added the Beihang Institute of Law for Digital Development.

Since 2010, the School has developed eight nationally or provincially significant research bases or strategic think tanks, including the National Air Traffic Management Regulations and Standards Center, approved by the State Council and the Central Military Commission's Air Traffic Control Bureau (the only legal policy think tank in the field of national air traffic management, approved in November 2011); the Key Laboratory for Strategic and Legal Management of Industrial and Information Technology, approved by the Ministry of Industry and Information Technology (the first and only humanities-focused key laboratory under the ministry, approved in June 2015); the Beijing Center for Scientific and Technological Innovation Research, approved by the Beijing Philosophy and Social Science Planning Office (approved in 2016); the German Research Center, designated by the Ministry of Education as a National and Regional Research Center (recorded in 2017); the International Cyberspace Governance Research Base, co-established by the Cyberspace Administration of China and the Ministry of Education (established in 2018); the Institute for Research on Scientific Organizations and Public Policy, established by the China Association for Science and Technology (approved in April 2019); the Juvenile Justice Research Base, established by the Supreme People's Court (set up in June 2019); and the Research Center for the Record and Review System, established by the Legislative Affairs Commission of the National People's Congress (inaugurated in September 2019).

In 2016, the School also received approval for the "Radio Law and Management" Innovation Team from the National Radio Administration.

Additionally, the School holds leadership positions in several major academic organizations, serving as the chair of the China Law Society's Science and Technology Law Research Association, vice chair and secretary-general of the China Insurance Law Research Association (as a founding institution), vice chair of the China Cyber and Information Law Association, vice chair of the China Environmental and Resources Law Association, and vice chair of the China Behavioral Law Association.

The School consistently ranks among the top law schools in China for the quality of its talent cultivation, ranking 13th nationwide according to the 2017 Ministry of Education evaluation. The School advocates for a strong academic atmosphere by providing students with platforms such as four teaching and student development centers: "General Legal Education," "Legal Practice," "Public Legal Services," and the "College Work Department."

International Cooperation

The School places significant emphasis on international research and academic collaboration. It has launched research institutions focusing on specific regions and legal systems, including Anglo-American Law (2007), German Law (2008), French Law (2008), Nordic Law (2018), and Japanese Law (2018), fostering partnerships and exchanges with institutions worldwide. It has also forged strong connections with universities and research institutions in countries such as the United States, Germany, Japan, France, the United Kingdom, Italy, Spain, Finland, Belgium, Estonia, Canada, Australia, and China. These collaborations facilitate faculty and student exchanges and joint research initiatives.

The School shows respects to both teachers and students by focusing its management system on their interests and the development of the school, emphasizing institutionalization, professionalism, efficiency, and humanization, resulting in a democratic, consultative management system with clear division of responsibilities and a relaxed atmosphere. The School also focuses on improving teaching conditions, equipped with a dedicated law library and electronic reading rooms. In addition, several teaching support facilities have been set up, including mock trial labs, a legal clinic, an evidence lab, a legal aid center, and an intellectual property consulting service center.
